The beginning of transformation on the barren plain of Moghan and finding solutions for the optimal use of this plain, which was known as the desert of snakes before the beginning of construction programs, dates back to 1948. Following these programs, the government's construction activities were started with huge investments and the cooperation of domestic and foreign experts, and measures were taken to properly use the water of the Aras River and other potentials in the region. On the other hand, operation related to the construction of the Mil Moghan Dam and the irrigation networks started in 1968 and put into operation in 1972.
